Siddaramaiah Budget. Who is it for? Has the Chief Minister maintained the balance?




Whose budget is the budget for 2023 and 24 presented by Chief Minister Siddaramaiah, who is the finance minister? These questions are very important as to what this budget prioritizes. It has to be seen whether there has been any change in the priorities of Siddaramaiah, who has presented budget  for the 14th time in his political career.

An budget is not just an income and expenditure statement. What is the priority of the government beyond that? It is important to consider which sections of the society the budget is drawn up and the funds allocated. So the tax policy mentioned in this budget.. What is a government getting its income from? Apart from what is proposed to be taxed, it has to be observed whether the financial discipline is followed.

This is the biggest budget in Siddaramaiah's political life. He presented the budget for about an hour. The size of the budget presented by him is 3 lakh 27 thousand crores.. In this huge size budget, he intends to collect 50 percent of the money through tax collection in the state. After the implementation of GST in the country, the tax collection opportunities of the state government have reduced. The opportunity for state governments to collect taxes is commercial tax stamp, cess on petrol and excise duty.. In such a situation Siddaramaiah was not in a position to touch petrol. Because the price of petrol has already skyrocketed, if the price increases again, there will be public outrage. Thus Siddaramaiah has increased the excise duty by 20 percent. This will further burden the liquor lovers. But no one is in a position to openly criticize the increase in tax on liquor. Only drunkards should blame the government and drink alcohol.

Siddaramaiah has spoken of re-examining the land guidance value. Due to this one can expect some higher income.

Siddaramaiah has made his priority in revenue distribution clear.. He has earmarked 12 percent of his budjet income for the education sector. This is welcome..Education is what shapes the next generation..so much emphasis is given in this budget on women's welfare. 7% of the advance letter has been earmarked for the women and welfare sector. Having already arranged free travel for women through Shakti Yojana, the government has made it clear that after education, women's welfare is its next priority by providing more grants.

In this budget
, the government reiterated its commitment to fulfill the five guarantees for which Siddaramaiah has withdrawn Rs 52,000 crore.

In his advance letter, Siddaramaiah compared his government with the previous government. He has provided statistics on this.. It cannot be denied that there is a political motive behind this. But the argument of each party that the entire advance letter is a political advance letter is not correct. Also, this is not the first time that politics has infiltrated the advance letter.

JDS leader H. D. Kumaraswamy went a step ahead of the BJP and criticized Siddaramaiah's advance letter. While criticizing the Congress government, Avery indirectly defended the BJP party, Prime Minister Narendra Modi and the previous BJP government. This may sound like a bleak but it seems to be a compass of political development to come.

Food Department-Rs 10,460 crore, Social Welfare-Rs 11,173 crore. , Bengaluru development - Rs.45,000 crore, Ettinhole-Rs.23,252 crore, Drinking water-Rs.770 crore, Education department-Rs.37,587 crore. grant

75 crore for the development of various tourist spots in the state including Hampi. Development of various sites including Meesalu, Mylar, Gangapur, Malakheda

Siddaramaiah has not changed in the race.. He prepared this advance paper under his belief of social justice. No personal aid was given to the monks of the Math. Instead, he gave a grant for the development of Chamundi Hill. He has tried to give strength to the Jain community.. If you look at it, it was not so easy to prepare the advance letter in the current situation.. It was a condition that it would be difficult to arrange the money to be provided for the guarantee..
